"&lt;/p&gt;&lt;p&gt;this isn't exactly true. Amazon's website has always stated as such, but I noticed I had not been incurring any charges, so I contacted their customer service department.  I was told that they were waiving the fee temporarily... You have to think about the fact that Amazon doesn't charge for access to the Whisper network.
