no they can't, only people in the US can via that shortcode.
What are the Twitter phone numbers?
We currently have two short codes and three long codes for those who twitter internationally.

    In the US, use 40404.
    In Canada, use 21212.
    In Sweden, use: +46 737 494222
    In Germany, use +49 17 6888 50505
    Anywhere else, use +44 7624 801423
For all people using international numbers: once your phone is verified, you'll be able to send your updates to Twitter, but you will not be able to receive text updates from Twitter. Find out more on the Twitter Blog.

    Well, a bit underwhelming.

Bell Mobility has always been at the forefront of keeping GSM
wireless out of the hands of its customers and doesn't even offer
    the iPhone.

Wish Twitter would do a deal with one of the carriers
that gets it. Or go back to the way it was before they
took the ax to their Canadian SMS.

Post title is misleading. Only Bell Mobility has restored service.
No word yet on Rogers, Telus, etc.

This is good news. I hope Rogers, Fido, and Telus get on board soon!

@ehu, thanks for the shortcode information, the post has been updated.

@tyfn/@drew - definitely hope the other carriers follow suit.

Wow, go Bell. Hoping Rogers follows suit as they are my carrier :(

    Rogers, Step your game up!

Good news for some people, but I'm a Telus customer, so I guess we are still out in the cold. This is really frustrating!!!

Telus - Take note and get with the plan! Either that or loose market share.

    @GMBnome

I highly doubt that anyone is going to loose any market share to bell over simply over Twitter support... Bell has way more "bad" going for them than they do "good".

The twitter support issue is a total anomaly, however I am happy as I do use Bell :)

    finally!

Sure, Bell has put SMS service back... at a price.

Sending and receiving texts for Bell users will cost 15 cents each regardless of the SMS plan the user is on. Why? Because Bell considers these "premium" texts. And did they let Twitter users know about this before hand? Nope.

A lot of Twitter users with Bell are going to get a nasty surprise when their bills arrive.

Free? This article from the Toronto Star should make you think twice: http://bit.ly/6Jp9e

Looks like they are going to be charging 15 cents per message no matter what your texting plan is. So far only a single tweet from twitter on this issue saying that there was "some confusion" about pricing.

Since May 11, 2009, Twitter in Canada is a finally a reality. Telus, Bell, Rogers, Fido, Koodo and Virgin mobile now allow their users to tweet from their cellphones as well as receiving instant tweets via SMS. I'm glad that they decided to not force their users to charge for incoming and outgoing tweets like Bell initially planned to do.

I am very excited about this. I believe that it will help Twitter adoption in Canada. IMO, the true power of Twitter is in its instantaneous feature.
