Previously, legitimate app reviews wouln't stay on the "reviews" wall for long because it would constantly be flooded with help questions. Active daily users isn't an effective way to judge an apps quality because the big guys can easily cross promote. Hopefully app ratings will begin affecting placement in the directory.
