The "fan" option definitely feels like overkill for the reasons you state.

I'm wondering whether this feature will add any usefulness or it will be like the voting-type feature on the news feed. For the first couple weeks it was out I used the thumbs up and the x, but I haven't noticed a single change in the content in my news feed.

As an app developer I think the reviews feature is great. Previously, legitimate app reviews wouln't stay on the "reviews" wall for long because it would constantly be flooded with help questions. Active daily users isn't an effective way to judge an apps quality because the big guys can easily cross promote. Hopefully app ratings will begin affecting placement in the directory. You can see what the actual reviews component looks like on this app page: http://www.facebook.com/apps/application.php?id... (shameless self promotion)

The fans feature is nice because I can tell my users that if they want to receive feature updates and test beta features that they can become a fan, and I can send out mass messages to my apps fans. Much easier than setting up a group or facebook page to accomplish the same thing, which many apps were doing before.
