I hate not being able to hear what a ringtone actually sounds like before you buy it - with MP3MER you can pick exactly what part of exactly the song you want. And it actually works.

Best one I've found so far is mobilespin.net - you just upload your file, clip and download it. They also have wallpaper and mobile video tool all for free.

I mostly use http://www.oringz.com . Maybe they will incorporate tools to chop mp3's but so far I didn't feel the need, as there are enough tools outthere already.

Hey, let's face it... it's not tough to cut up an MP3 into a 15 second clip and upload it to your phone. If you've got the time great. But if you want to change your ringtone often it's a pain. I snag ringtones from http://www.sendmemobile.com where they cost the equivalent of a cup of coffee at Starbucks. It doesn't hurt that they have one of the deepest catalogues around (including lots of indy stuff) and they seem to operate above board - versus some of the dirtbags out there!
