Most importantly, when can we begin developing for it?! :)

OK, just added the FAQ. Actually looks like it's pretty limited right now, kinda like Bebo. I expect they'll open it up more.

I would add, however, that having the stuff on Facebook increases the risk to FB of security issues, so I don't know whether they'll go wide open.

Does anyone know how this platform will be offered? Are partnerships going to be required, or is it literally open to anyone?

I think they're required at this stage.

Update: just found this in Fortune.

"From here on it will be wide open. Anyone will have access to Facebook's so-called "markup language," which is intended to be usable even by those with rudimentary programming skills. So kids in dorm rooms will be able to create simple applications to coordinate TV-watching or trips to the cafeteria with their friends. And some creative amateur coders are likely to come up with amazing new things to do inside Facebook. Companies, too, will find many ways that Facebook applications can improve productivity and collaboration."

So, it will be open. We just don't know the timescale right now. It'll probably be mentioned by the end of the day.

I think I managed to create the first outsider application. This is why it pays to read sites like Mashable. :)

The website TreasureFriendships.com is way ahead of facebook! They created a utility that connects advertisers/promoters with facebook users. For example, if a bar in New York wanted to promote a $4 cocktail night, they would contact hundreds of New York facebook users in their targeted demographic and pay them to promote the offer.
