The official rules of the contest have been changed, allowing developers to keep ownership of their application. We made this change because of feedback from our developer community and because it was the right thing to do. It was never our intent to mislead or confuse our contest participants and we apologize for the miscommunication. Also, we've extended the contest another two weeks to August 24 to give everyone more time to build some really cool Facebook applications.

intellectual property incentives should be aligned with developer community... paypal already monetizes any transactional activity anyway.
when we started the PayPal Developer Network back in 2001, that was an explicit point i always tried to make with the legal team. fortunately, they were open-minded enough to understand, and enabled us to do a lot of creative work with our developer community (& also Microsoft, Macromedia, Adobe, O'Reilly, and many other smaller folks). the result was we grew the universe of apps that integrated PayPal for payment & checkout, and created a richer environment [literally] for everyone.
since PayPal makes money on almost any activity using its APIs, makes a lot of sense to 'open source' the IP rights. hope you folks always keep that philosophy... it's a good one, and it breeds continued developer interest & innovation.

Why have you closed the doors on any other countries, when facebook is such an inclusive international community. Surely this is shooting yourself in the foot somewhat? I know it may legally be easier, but the easy route isn't always the best!
