It works bidirectionally. If you have photos on Flickr with Flickr notes, you may download them onto a local computer, open in FotoTagger and edit the notes locally. It's cool because the notes are searchable and you can use them to find a picture on the desktop.
I found Fototagger tool on htpp://www.fototagger.com
http://www.bubblecaption.com/create.html
upload all of your images and edit them
Here is another better way browse your and public photo not only stored in flickr but also from picasa, riya and 23hq right from your desktop try meyshanwall at http://gallery.yahoo.com/apps/11186/locale/en.
If you need similar application for your web then you must try meyshanslide here http://gallery.yahoo.com/apps/10947/locale/en, this is an open source application.
But, if you wanted to make a personalized music greeting with the slideshow effect, with your own photo or public photo, with a personalized music, then you must visit http://www.spicypipes.com a creative mashup.

I would like to suggest another tool called FlickrSync:
FlickrSync is a freeware open-source photo synchronization application for flickr users. It displays your local folders and your flickr sets and it can establish synchronization rules between them. This way you can manage all your photos locally and FlickrSync will keep them updated in flickr.
Checkout http://flickrsync.freehostia.com for more details
Thanks

The only thing I would add here is FlickrShop - a Photoshop plugin for uploading photos or images to Flickr
It's nice and small. Pretty handy
Photo Watermark
If your photos have been stolen, displayed on some website claiming that they own the photo, or you worry about photo theft, I created a little program that can automatically add a line of text (your copyright notice, credit, date, whatever you like) into your photo. You can preview the watermarked photo and download to your computer, upload as a new photo into your photostream, or replace the existing photo on Flickr with this updated version.

Flash Gallery - free application that allows to create an online slideshow from Flickr photostream.
F3: Fast Flickr Findr

You can find it on SourceForge at http://flickrgrouppost.sourceforge.net/
I'd appreciate if you could add it to your list of tools.
FlickrGroupPoster will allow you to create batch list of commands to add or remove photos to and from groups.
You will be able to select any photo and any number of groups to add (or remove) the photo to.
These commands will be stored in a batch list so that you can execute them together with a single click.
When a command is executed, if it succeeds it will be removed from the list. Otherwise, if it fails, the error received will be shown and the command will remain in the list.
The list will be saved when you exit FlickrGroupPoster and will be loaded back when you reopen it.
So, imagine you want to post 15 photos is a group which allows only 5 posts a day: you select every photo and, for every photo, you click on the group you want to add it to.
Then you press "Start" to run the batch and at the end you will notice that 5 photos have been posted and 10 have failed with a "Photo limit reached" error. The next day you open again FlickrGroupPoster and the 10 commands remaining are still there: you just have to press "Start" to post other 5 photos... and so on...
Thanks for your time !
