Microsoft might not be so cool, but it actually has some great free tools for XML--an editor (free-standing) and a validator that works as a plugin for IE.

The only decent (and free!) XML editor is XMLPad:http://www.wmhelp.com/xmlpad3.htm

I find XML developers toolbar, an extension for Mozilla Firefox very useful.
