Why does the government control it? What's the deal here?  Can't anyone just setup the equipment to use those frequencies? Or does the government already control those frequencies with their own equipment, and the idea is that companies like Verizon, etc would lease the use of it from them? I thought the idea is that by selling it to a for-profit company, they would build everything out in order to use the frequency? If that's the case, why don't they just start using it?
