Check that the directory is not penalized by Google, or you could pay $50-$75/year for an invaluable link. Google the directory name, if I doesn't show up, it probably took a hit recently and is not actually passing link juice.

Just a caution when submitting to the paid directories:

1. Make sure the page you are submitting to is in the search engine index - type site:urlofpage.
2. Check if your link will be a "real" link - rollover a sample listing url and watch for redirects or no rollover display. Then "View Source" and do a Find search on "nofollow"
3. Check that the directory is not or you could pay $50-$75/year for an invaluable link. Google the directory name, if I doesn't show up, it probably took a hit recently and is not actually passing link juice.

Non-English sites come up quite often in comments, and while I would love to do them, I only speak/read English and a smattering of Japanese. It would be difficult for me to put together a list of other countries sites because most of the descriptions would be "Well, I *think* this site does such-and-such..."

For brazilian bloggers or Portuguese language bloggers, I suggest BlogBlogs directory. Is the best blog directory in Brazil. It's similar to Technorati.
