Ici en Suisse les politiciens s'intéressent à ce phénomène 1 mois avant les élections et les abandonnent généralement une fois l'élection passée. On essaie de faire changer ça mais ce n'est pas facile. For a while, they were being posted there under some cc license, but after a number of us complained, Flickr changed the license to indicate its lack of copyright as a work of the federal government.  The "restrictions" on use probably derive from personality rights, I suppose, because they cannot come from any sort of copyright restrictions.
