Yes you can use safari and the Youtube app to view the same stuff. Put that involves several more steps to complete the process. In addition, those to apps allow access to the whole internet. This app allows someone to access YouTube videos outside of their own app.  It isn't arbitrary at all it's about killing apps that compete with their own stuff.
